ENTRY:
In open and invitational regattas, the skipper of each yacht must file
and entry form and pay the prescribed entry fee not later than the time
as stated in the racing notice. In regular club series any LCYC Club members
may enter any or all races of the series whether or not they sail enough
races to qualify for a trophy. In a regular club series race, starting
constitutes and entry.
MEASUREMENT
CERTIFICATES:
Enforcement of measurement and class rules in one design and cruising
classes will be the responsibility of that class.
RULES GOVERNING:
All races will be sailed under current racing rules of ISAF as adopted
by the USSA, except where superseded by these instructions. These instructions
may be supplemented or modified by the Race Committee, either orally or
in writing, or at any duly called skippers meeting. The 720 rule applies.
TROPHIES:
Trophies will be awarded to the first three (3) finishers in each class
based on the final results from all races in the series and/or regatta.
CLASSES:
Three (3) or more entries constitutes a class.
SAIL NUMBERS:
Every yacht must have clearly visible numbers on both sides of a mainsail.
A change of sail number during a regatta or a series will not be recognized
by the Race Committee unless it is advised prior to the start of the race
that sail number is first used. Should the skipper not advise the Race
Committee of this change, they will receive a DNS for the race in which
the unauthorized change occurs. Sails other than the main do not require
sail numbers.
LIFE JACKETS:
Life jackets shall be worn when the Race Committee hoists a life jacket.
If the signal is hoisted after the preparatory signal for a class, life
jackets must be worn from the first opportunity to put them on. Failure
to comply with this rule will be cause for disqualification.
COURSES:
Each course
is identified by a number and a letter identifying the windward, reaching
and leeward marks which will be displayed by the Committee Boat with the
preparatory signal for each starting class. All marks are to be left to
Port unless otherwise notified.
RESTRICTED
AREA:
The start/finish
line and the Race Committee boat will be restricted to starting and finishing
yachts. Yachts may not cross the start/finish line during the race until
it has completed the course and is preparing to finish the race. Crossing
the start/finish line during the race will result in disqualification.
HAILS:
The Race Committee will not respond to hails or give times after the first
preparatory signal, except at its own desecration.
STARTING
LINE:
The starting line will be located between the Leeward mark and the Windward
mark. The starting line will normally be between the Race Committee Boat
and an orange Buoy located to port. The area in which starting maneuvers
are carried out one hundred (100) yards in any direction of the starting
lines is expressly reserved for classes having started and the class that
is participating in the next start. Any yacht sailing in this area before
its preparatory signal may be disqualified upon protest by any contestant
or by the Race Committee.
STARTING SIGNALS:
Prior to the first start, the warning signal, a white flag, shall be raised
ten (10) minutes before the starting signal(s). This flag will be lowered
one minute before the preparatory signal is hoisted. The preparatory signal
will be a blue flag and will be hoisted five (5) minutes before the first
start. The blue flag will be lowered one (1) minute before the starting
signal is hoisted. The starting signal will be a red flag and it will
be hoisted five (5) minutes after the preparatory signal and lowered one
(1) minute prior to the next starting class. The red flag will be used
for all classes starting after the first class and will continue with
five (5) minutes between each class.
STARTING ORDER:
The starting order will be posted on the bulletin board prior to the start
of the races. If a class fails to appear, there will be a blank start
for that class and subsequent will start as scheduled.
GENERAL RECALL:
In the event the race Committee makes a General Recall, the first recalled
class will restart five (5) minutes after the final scheduled start followed
in order of five minutes intervals by other recalled classes
WITHDRAWAL
FROM A RACE:
A yacht withdrawing from a race after its start must promptly notify the
race committee. Failure to do so may result in a disqualification from
that race and possibly the entire regatta.
TIME LIMITS:
The time limit for any race will be two (2) hours. When one (1) yacht
in a class finishes within that time limit, the race will be counted for
that class.
FINISHING:
The finish line shall be approximately the same location as the starting
line. The finish line will be located by the Race Committee Boat and an
orange buoy located to port. An orange flag amidships of the Race Committee
Boat will be the origin of the finish and starting line.
SCORING:
Each yacht finishing a race and not thereafter retiring or being disqualified
shall score points equal to her finish, with one quarter point off for
first place. All yachts that rank as DNF will receive a score of the total
number of finishers plus 1. A yacht that ranks as a DNS will receive a
score of the total number of finishers plus 2. Any yacht that ranks as
DSQ shall receive a score of the total number of finishers plus 3.
TIES:
When boats have equal series scores at the end of a series, the tie will
be broken in favor of the boat with the most first places, and when the
tie remains, the most second places, and so on. When a tie still remains,
it will be broken in favor of the boat with the best score in the last
race in which the tied boats raced.
PROTESTS:
No protest will be heard by the Race Committee unless all provisions of
Rule 61 of the ISAF has been complied with.
